Job Description

We are looking for a talented, motivated and results-driven leader to join the Risk Management organization to partner with the EMEA business in the UK region. Responsibilities will include focused delivery on the loss budget by assessing, bench marking and optimizing PayPal merchant acquiring and on boarding Risk strategy for the UK while supporting PayPal’s aggressive expansion in the exciting UK market. You will be responsible for the creation, documentation and implementation of policies that will enable PayPal to achieve Best in Class; risk decisions while achieving superior customer experience. These efforts require close collaboration with regional business and functional counterparts along with coordination, partnership and most importantly influencing of cross-functional teams located in different geographic locations. This position requires a proven record of merchant risk management (online preferred), business acumen, creative thinking, strong influencing skills, strong communication and collaboration skills and a foundation of research and analytical skills.

  • Develop, test and optimize underwriting, risk and fraud policies utilizing country specific consumer and business credit information as well as PayPal proprietary information.

  • Manage E2E team on analysts, as well as commercial underwriting managers and respective teams who support all of EMEA Commercial risk management.

  • Articulate, formulate and document policies reflecting the company overall risk appetite - holistically and at portfolio level

  • Work with global and regional teams to evaluate and improve existing policies on a regular basis; routine and on-going analysis of losses to ensure an appropriate balance of portfolio losses and risk at all times

  • Interface and work closely to provide policy support to local sales/business units, enabling entry to new markets while minimizing risk; build strong rapport with other teams throughout the organization especially international counterparts to influence business decisions, leverage best practices, and ensure excellent information flow and feedback on impacts of decisions.

  • Define, analyze, execute and evolve the end-to-end risk management processes for new products in the exciting UK market.

  • Build business cases for Risk management related projects or products, and defining success metrics for tracking effectiveness of initiatives post-launch

  • Support regional implementation of risk mitigation controls (e.g. reserves, minimum balances, withdrawal limits) to limit risk of specific populations

  • Identify relevant 3rd party data and service providers and support the negotiation, integration and management of on-going relationship

  • Continuously evaluate competitive external risk-based programs and customer needs to manage and influence PayPal’s needs, direction & performance for its risk & fraud management programs

  • Proactively identify opportunities to improve PayPal’s risk management capabilities and systems

  • Collaborate with x-functional teams to develop tools and processes to enhance efficiency of vetting and monitoring; assist in new product development, marketing activities and related risk endeavors

  • Translate complex quantitative information into presentations that are easily understood by senior management on a regular basis. Communicate and interact with partners and executives, verbally and written, in a professional manner;

  • Excel in a dynamic and fast-paced environment; manage changes, set and follow priorities and execute on vision and strategy.

  • Lead and direct special projects and perform other duties as assigned

Education required:

  • Bachelors degree in Business, Economics, Statistics, Accounting, Finance, Mathematics, Operations Research, Engineering with an MBA or related graduate degree preferred Experience required:

  • 8+ years of experience in risk management, credit underwriting and/or portfolio management capacity for financial services, payment services, or merchant account acquiring companies (online preferred)

  • Exceptional people influencing and collaboration skills

  • International experience preferred, including the management of country-specific risk

  • Knowledge of credit agency data availability and alternative sources of data for small business analysis

  • Solid understanding of local data protection, banking, card association and compliance requirements

  • A passion for problem-solving, flexibility, comfort with ambiguity, and creativity

  • Results driven team player with strong leadership, organizational and project management skills
