PayPal Procurement oversees over $2.5Billion in global spend of indirect services and products, supporting all business units within the company. With staff currently located in several countries around the world, we partner closely with the business teams to minimize risk and maximize value by creating Sourcing solutions. The Strategic Sourcing Manager is accountable for developing, managing and executing the sourcing strategy for enterprise wide procurement categories such as Telecom, IT Hardware/Software, Labor, Corporate Services and other indirect spend categories. This position will work with a team of cross functional subject matter experts and business stakeholders to identify, plan, bid, negotiate and implement year over year Total Cost of Ownership (TCO) savings opportunity. They will set the direction for the category area, building short, medium and long-term opportunities to drive sourcing excellence.

Key Responsibilities

  • Direct the development of sourcing strategies for assigned category, including analysis of current and future needs, and analysis of opportunities to leverage changes in processes and systems.

  • Lead cross functional teams in implementation of sourcing strategies, including timing, and the development of tools and channels to communicate the new strategy.

  • Act as a subject matter expert in the practice of the Total Cost of Ownership (TCO) Sourcing Model.

  • Drive the analysis of and review data, including financial, contractual and operational performance to influence stakeholders in selecting the best-value supply partners.

  • Create and develop strong working relationships with key internal and external partners and ensure a competitive sourcing environment leading to continuous improvement.

  • Drive thought leadership in the category providing market and industry intelligence, trends, innovation and best practices.

  • Drive the development and implementation of industry leading Sourcing practices, to support delivery, quality, cost objectives.

Education Requirements

  • Must have a Bachelor’s degree in Operations, Supply Chain Management, Engineering or any business related discipline.

  • MBA strongly preferred.

  • Professional Qualifications CPSM, CIPS, 6Sigma is a plus.


  • 4 – 8 years’ experience in Strategic Sourcing experience with a Fortune 500 company, a leading consultancy, or other major industrial with a focus on indirect spend categories.

  • Experience with combination of negotiation, analytics, strategy, planning and/or managing supply chain/sourcing activities.

  • Experience in project/program management.

  • Previous leadership experience is a plus.

  • Strong organizational influence and business acumen.

  • Analytical skills and ability to use associated tools.

  • High Level of RFx (RFI, RFQ and RFP) sourcing skill.

  • Excellent written and verbal communications skills.
