We are looking for an experienced, dynamic business leader with a Product Owner background to take the role of Chief Product Owner in OCIO Employee Technology Solutions supporting our HR Technology. This person will partner with our HR business team to help define and execute on a vision for world-class HR Technology solutions. They will also work closely with our project management, engineering, and quality teams to ensure timely, cost-effective delivery of product solutions. This position is for someone with a proactive, entrepreneurial spirit, who enjoys a dynamic and growing work environment, and enjoys working with people to provide world-class business solutions.
Provide coaching, guidance and day to day management to a global team of Product Owners working across our HR applications, including Workday, Salesforce, Learning and others.
Communicate organizational objectives; inspire and motivate a global team to achieve results.

Lead team to continuous improvement in quality and efficiency.
Communicate with executive staff, business and product management partners.
Work with global partners to set a strategy and a vision consistent with PayPal corporate priorities for our HR Technology solutions, while identifying opportunities to improve HR processes thru technology.
Be the main point of contact with our business partners. Manage internal customer relationships with our business partners and champion the employee and business stakeholder experience.
Develop and track high level OKR’s, KPI’s and goals.
Work with Technology and Business partners to prioritize capabilities and product backlog in accordance with the vision, strategy, business values, dependencies and technical risk.
Maintain high-level product roadmaps for products and services including developing and prioritizing product proposals and user stories for backlog.
Define and document end to end HR business processes and system improvements based on analysis to increase the workforce and stakeholder satisfaction with our HR technology solutions.
Manage milestones and deliverables based on technology during initiatives.
Strong collaboration and negotiation with all stakeholders including sponsors, technologists and business customers (HRIS, PMO, Architecture, Vendors, Engineering, etc…)
Vendor contract negotiations and vendor relationship management.
Budget management responsibilities.
Excellent verbal and written communication skills at all levels including senior management.
Ability to work in Agile, Waterfall and hybrid delivery models.
Ability to engage, envision, and collaborate to build solutions that encompass the end to end processes that drive HR services.
Ability to identify, analyze, and resolve problems logically and systematically.
Highly flexible, ability to prioritize multiple projects and deadlines in order to execute well in a fast-paced, rapidly evolving organization.
Excellent verbal and written communication skills across all levels including senior leadership.
Experience managing a team of product owner, functional and technical resources, including off shore resources.
BS degree or equivalent experience required, preferably in Management Information Systems or Computer Science.
Responsive, fast-paced decision making skills with the ability to drive business results.
Expert knowledge of systems development life cycle (SDLC), including proven experience in implementing HR software applications.
Strong working knowledge of HR systems (Workday) in addition to MS-Word, Excel, PowerPoint, Visio and Project.
7+ years’ experience in large scale technical project management, vendor management, contract management, budget management and business analysis.
Strong understanding of SDLC and SAAS solution implementation and management.
Experience supporting multiple HR lines of business such as compensation, rewards, talent acquisition, Learning, Operations, Inclusion and Diversity, etc… required.
Experience with Workday a strong plus.
Agile product owner experience a plus.
Product Owner Certification (CSPO or Pragmatic Marketing) a plus
